Yes of course they will charge you but (most of the time) it’s less expensive than a tattoo.
They will charge you for the hours you spend with them desinging your tattoo because they could be tattooing during those hours and like anyone else, they’re working so they have to get paid. But it’ll cost less than doing an actual tattoo because they don’t have to pay for the thing they use. (When you get a tattoo, artists charge a bit more for the needles/ink/etc. because obviously, they can’t reuse it).
